ONLINE FUNDRAISER FOR INDIA AND WILLIAM! ‑‑ India and William need YOUR help – donate NOW because Terlingua needs India and William to be here and healthy.India and William Wilson have had some health issues and financial problems since the Covid 19 pandemic began. They had to close their art studio and the places that India put her jams, jellies, pickles, salsas and breads were no longer buying her products because of closures and cutbacks caused by the pandemic. So the extra money they had in the bank has been exhausted to pay their bills.
Then arose medical issues with their eyes and dental issues with their teeth. With declining vision they decided to spend what was the last of their savings to get their eyes examined. That cost almost a thousand dollars for eye examinations and the needed glasses. They both knew their eyes were bad and have now been told that they both must have surgery. William has Aggressive Cataracts already covering his eyes. He will go blind if this surgery is not done as soon as possible. India has a growth of some sort on one of her eyes that will also require ophthalmic surgery.
They have arranged to have someone take them to El Paso so they will need expense money for the needed trips and lodging in El Paso. To raise money they had a sale at their gift shop and raised as much as they could but that was still not enough money to pay for everything.
Both William and India now also have dental issues that need immediate attention. William had some dental repairs done and this was followed by some breakage causing a need for much more dental work. India also has dental problems which she believes will need for five teeth to be pulled.
Medicare will pay for part of the eye surgery costs but it will still cost India and William at least $3,000 out-of-pocket. Dental costs have not been calculated but they will in all likelihood be substantial.
For many years India and William have given generously to the community in many ways. It is now time, and an opportunity for the community to give back to help them in this time of need.  Follow the link below and click the Donate button now!

NEWS RELEASE FROM BREWSTER COUNTY JUDGE'S OFFICE ‑‑ Brewster County announced today that Dr. Ekta Escovar has officially resigned from her position as Brewster County Local Health Authority, effective immediately.  
Dr. Escovar has been acting as Brewster County Local Health Authority for the last seven months and has done an excellent job maintaining that position, through these difficult past few months during the COVID-19 Pandemic.
We thank Dr. Ekta Escovar for her service to Brewster County and wish her well on her future endeavors!

Editor note:  Brewster County has had 247 cases, 217 recovered, and 4 deaths.  Covid-19 has NOT gone away.  Please be deligient.  Wear masks, stay at least 6 feet apart and wash your hands for 20 seconds often!

UPDATED: Military testing teams are coming back to the Big Bend region, with sites currently scheduled for Tuesday, October 6, at the City of Presidio EMS & Fire Station at 100 East FM 170 in Presidio; Wednesday, October 7, at the Marfa Visitor Center at 302 South Highland Avenue in Marfa; and Thursday, October 8, in Alpine. The Big Bend Sentinel will provide more information on the Alpine testing site as we get it. As usual, these sites will run from 9 a.m. until 4 p.m. or until capacity is reached. These will be oral-swab tests. Appointments aren’t required, but a form of personal ID is.

From Ms. Reed ‑‑ 6 sophomores, 2 juniors, and 4 seniors participated in a Zoom meeting with Ekansh Tambe of Dallas on Wednesday the 23rd. He has a TED talk, To Understand the Border, I Went to the Border, and volunteered to help prepare students to take the SAT. He also donated 6 SAT prep books to the school.

TX VET NETWORK ‑‑ The Texas Veterans Commission Joins the Texas Veterans Network.  Texas is now the first state in the United States to offer veterans an interconnected network of services to help them transition into the civilian workforce after their service in the military. The Texas Veterans Commission is proud to be a part of the newly formed Texas Veterans Network. This is a network of organizations working together to bring much needed services to veterans and their families.

TODAY IS NATIONAL VOTER REGISTRATION DAY!  In honor of this “civic holiday”, a voter registration table will be set up in front of the Terlingua Post Office from 10:00 a.m. to noon, and from 2:30 – 4:30 p.m.  National Voter Registration Day is a nonpartisan civic holiday celebrating our democracy. First observed in 2012, it has quickly gained momentum ever since. Nearly 3 million voters have registered to vote on the holiday to date.  Please register and please VOTE!

BIG BEND RANCH STATE PARK RIO CLEAN-UP – In honor of National Public Lands Day, BBRSP will be hosting a litter cleanup along the Rio Grande, Saturday, September 26th.  See attached flyer for more information.

BOB ZELLER, musician and wildlife photographer passed away September, 15, 2020. Per Bob's wishes, there will not be any services. He had a wonderful life and enjoyed all the people he became acquainted with. May you all remember him as the vibrant man he was.

La KIVA ‑‑ First of all, we hope that all our close and distant friends are in good health.

At the beginning of the year we were looking forward to a great tourist season because all the indications were there.  Every bed in the region seemed to be reserved and we have had to cancel many events booked for this year.

La Kiva has been locked down since March 17th.  Until there are signs that Covid 19 is under control, we are not going to reopen.  La Kiva is a close contact and very friendly place and we can't work out a way to welcome everyone back without placing everyone at risk.  We have calls every day from out-of-towners wanting to make reservations, have parties and family get-togethers.  Most of these enquiries are from large centers of population and we have no guarantees that strict mask wearing and social distancing would be a priority.  We have to consider that some of these people may be infected and not know that they are a risk to all.

It is heartbreaking to be in this situation but we cannot, in all conscience, subject our community to the dangers of an influx of visitors bent on having a good time at all costs.  At this time, we have no plans to re-open.

We are taking this time to make alterations, do maintenance and when all that is finished, do a deep clean so that when we do open, La Kiva will be in good shape to cope with, hopefully, the mad rush to come back to us.

PAISANO POST ‑‑ Congratulations to Brooke Jenks, 8th grader, who took 2nd place at the Bo Coffman Cross Country race in Presidio on September 22nd.  She ran 1.78 miles in 13min and 48.81seconds.   Due to Covid-19, students are able to compete in cross country meets, but have to arrange for their own transportation. 

Big Bend High School is excited to offer a new class, taught by Mr. Brad Anthenat, where students are preparing for an ASE Engine Repair certification.

SUICIDE PREVENTION MONTH ‑‑ we at the Midland Vet Center encourage you take a very important Veteran survey that will help the PREVENTS Task Force understand the most pressing needs of Veterans and how Veterans want to receive critical information on mental health services and suicide prevention.

As you likely know, suicide is a national public health issue that disproportionately affects those who served in our Nation’s armed forces.  PREVENTS, the President’s Roadmap to Empower Veterans and End a National Tragedy of Suicide, is the first all-of-government and whole-of-Nation approach to preventing suicide. The PREVENTS Task Force and President Trump released the PREVENTS Roadmap to coordinate suicide prevention efforts, prioritize research activities, strengthen collaboration across the public and private sectors, and implement a national public health campaign.

The Veteran survey, which will be available during the month of September, will ensure that Veterans lead the way as we work to change the way we think about, talk about, and address mental health and suicide.

VA has partnered with specialized contract examiners to resume in-person Compensation & Pension (C&P) exams related to disability benefits at their designated contract facilities and not at VA medical facilities. Your local VA Medical Center (VAMC) will still conduct VA medical appointments and testing related to your health care. Specific safety requirements are still in place for Veterans' health. While specialty exams are only performed when it is safe, certain areas have allowed removal of personal protective equipment (PPE) in order to complete the appointment.

Final C&P exam location has reopened.  Through a joint collaboration with VA contract medical examiners, VA has opened its final location in central Alabama to create a 100% re-opening of locations now scheduling in-person C&P exams for disability compensation claims.

JACKASS FLATS.  October is a VERY BUSY month here for our community at Jackass Flats! Oct 10th and 11th is our goat ropin, burro racing, dutch oven cookoff, art show and dance. October 31st is our annual witches dance, band, potluck Halloween celebration. FUN WITH SHOT TIME LIQUORS.  Open 10 a.m. to 9 p.m. Monday thru Friday.  Everyone knows we carry beer.  Lots and lots of beer.  Do you ever wonder how much beer we carry?  Even we wonder sometimes.  Well, our Manager took a count and the result was a surprise, even to us!  After counting all the brands and all the flavors, she finally arrived at a number.  Now, this number didn’t include bottles/cans of the same beer.  Nor different packaging amounts— 6 packs, 12 packs, 18 packs, and so on.  Why is this important? Because we’re having a contest!  Instead of the RAFFLE, we’re going to see who can guess how many different Beers and Malt Beverages we carry from our 2 Beer distributors.  The rules are simple: come thru our DRIVE THRU.  No purchase necessary.  Ask the clerk for a ticket.  Write your guess on the back of the ticket.  You keep the stub and we keep the part with your guess on it.  In 2 weeks on September 28th, we’ll take a look and see who comes closest.  Jana, The Manager, has already counted and has the number.  If we add new beers after Wednesday, September 16th, they will not be included.  One guess allowed per visit. What is the prize?  Well, what else could it be but....... GOOD NEWS FROM THE COMMUNITY GARDEN.  Hey y'all, the weekly market at the Community Garden is coming back!  Opening day will be Saturday November 8.  Vendors: start thinking about your product.  Everyone: get excited about seeing what our community will have on offer, from eggs, vegetables, art, up-cycled and recycled goods... What else?  Let's get creative in these interesting times.  More details to follow but do know that (1) there will be a registration process, and (2) COVID- related distancing and hygiene measures will be in place and enforced.  We're looking forward to a fun and SAFE way to come together, support each other socially and financially, and celebrate our community!

VETERANS SERVICES.  From Brewster County Veterans Services Officer Dennis Yancy:  Everyone needs a flu shot.  The Centers for Disease Control and Prevention (CDC) recommends that everyone six months or older should get a yearly flu shot.  Flu can be serious among young children, older adults and those with chronic health conditions, such as asthma, heart disease or diabetes.  Every year, hundreds of thousands of Americans are hospitalized with the flu.  During the 2019-2020 flu season, more than 4,600 Veterans were hospitalized at VA medical centers.  More than 600 of them required intensive care stays.  VA providers also saw over 27,000 Veterans for flu and spoke to more than 13,000 during phone triage calls.  Flu season is near, so talk to your health provider about where to safely get a flu shot this fall.

CONGRATULATIONS to Big Bend High School's Betina Willmon who received the David C. DeBoe Texas History Day Sponsor of the Year Teacher Award.  She was awarded a trophy and monetary prize. // Coach Nate Simons and Coach Melisa Simons invite all students to participate in the TCSD Run Club every school day from 6:45 a.m. to 7:20 a.m. at the track. // Due to COVID-19, the cross country season has been cancelled. // BBHS Student Council led a thank you project for Texas First Responders Day. Kindergarten-Grade 8 all created original artwork that was provided to Brewster County Sheriff’s Department, Terlingua Fire & EMS, Big Bend State Park, & Big Bend National Park.  The Class of 2021 provided meal certificates for local deputies and TFEMS responders. // BBHS Student Council was awarded a certificate from the Texas Association of Student Councils in recognition of their outstanding program in community service for 2019-2020.  Fewer than 20% of TASC member schools are recognized in one or more areas, so this is an accomplishment that shows our Paisano Pride! // Ms. Pena coordinated the administering of the ASVAB test.  A military representative from El Paso proctored the test and all sophomores and upperclassmen had the opportunity to take it.

BEYOND TERLINGUA

NATIONAL PARK UPDATE.  NOW OPEN: Chisos Basin campground (reservation only); Ross Maxwell Scenic Drive, Maverick, Terlingua Ranch, Dagger Flats, and Grapevine Hills roads; plus 27 hiking trails will be open (new openings include the trails off the Ross Maxwell Scenic Drive).  The Rio is open for public and commercial day-use.  You must use ramps that are accessible from open roads.  For the moment, permits are waived for noncommercial day use.  //  STILL CLOSED: Hot Springs, backcountry camping, RV camping at Rio Grande Village, visitor centers, Cottonwood and RGV campgrounds, the lodge, and unimproved dirt roads.

ALPINE ARTWALK 2020.  As reported by the Alpine Avalanche, Artwalk will go on; albeit with new hours.  The annual event is scheduled for Nov. 20-21, with vendors set up outdoors from 10 a.m. to 6 p.m., including Alpine Gem and Mineral Show and an auction to support Alpine Public Library.  Fort Davis resident, archaeologist, and painter Tim Roberts is this year’s honored artist.  Food trucks will be located in the railroad parking lot with more spacing between each vendor than in prior years.  Check out artwalkalpine.com for more details.

FORT DAVIS National Historic Site is officially open again.  The trails have stayed open, but now the Visitor Center, several of the restored buildings, and the restrooms are open to visitors.

FREE COVID TESTING FOR VETERANS
TRICARE covers two types of COVID-19 testing. Did you know there are two types of COVID-19 testing? One is diagnostic, which will tell you if you have the virus currently. The other one is an antibody test, which will tell you if you’ve already had the virus. TRICARE covers medically necessary, FDA-approved diagnostic and antibody tests, and is currently waiving copayments and cost-shares for testing and related office visits.

NEWS FROM BBNP
The Brewster County Tourism Council and Visit Big Bend have received notice from the National Park Service that they have increased their public access areas in Big Bend National Park to include the eastern park road to Rio Grande Village. With the eastern end of the park reopening, trails including the Boquillas Canyon trail will now be available for day use. Fourteen trails, overlooks and picnic areas will be open to the public with this expansion. Restrooms along the open route will also be open.  This increase provides over 80 miles of roadway to drive and enjoy this unique National Park. 

Locations within the Park that will remain closed include all campgrounds and campsites, including RV areas, the Chisos Basin Lodge & Restaurant, areas for river use, backcountry trails, the Boquillas Crossing Port of Entry and all unpaved roads except to Dug Out Wells. The paved road to Castolon and Santa Elena Canyon will also remain closed.  

Brewster County hotels and businesses are ready for Labor Day weekend and continue to follow CDC guidelines to fight the spread of COVID-19. All businesses require a face covering for patrons, as well as their employees, and are practicing social distancing measures. Restaurants are open for dine-in with reduced occupancy levels and the option of to-go orders. Hotel accommodations, camping, and RV sites are available just outside the Park in the nearby communities of Study Butte, Terlingua, Lajitas, and Marathon. The Big Bend Ranch State Park also remains open for limited use.  

Outfitters in the area are also prepared for increased visitation over the holiday weekend with safety considerations being the top priority. They are encouraging people planning to visit to call ahead now to reserve space for activities this weekend such as horseback riding, ziplining, golf outings and river trips. Most activities in the Big Bend area are still available to book over Labor Day weekend along with numerous stargazing opportunities in the dark skies certified areas throughout Brewster County.  

Big Bend National Park is located in Brewster County, Texas which falls under a mandatory mask order in public places along with group size restrictions to 5 people or the size of your household – whichever is greater. As of today, Brewster County has less than 10 active COVID-19 cases.

CONGRATS TO BIG BEND TELEPHONE 
On a happy note, last Spring, the Federal Communications Commission (FCC) added Big Bend Telephone (BBT) to the list of less than 50 companies nationwide who are recognized for going above and beyond to help consumers during the COVID-19 pandemic. Specifically, the FCC noted that BBT had:
• Increased the speeds of all customers for a period of time
• Offering two months of free broadband to new customers
• Suspending data overage charges
• Extending school district networks to students without access
• Providing Wi-Fi to first responders and utility technicians
• Establishing Wi-Fi hotspots for educational purposes
• Established community open Wi-Fi access in strategic community locations across service area.

As of September 3, the National response rate is 65.3%; Texas is 60.7%; and South Brewster County is 25.3%. Census results shape the future of communities, as census data informs how billions of dollars in federal funds are distributed for health clinics, school lunch programs, disaster recovery initiatives, and other critical programs and services for the next 10 years.  Respond today if you haven’t already.  Online my2020census.gov.  By phone 844-330-2020 (English); 844-468-2020 (Spanish). 

Here are the facts from the Census Bureau:
Your personal information is kept confidential. The Census Bureau is bound by federal law to protect your information, and your data is used only for statistical purposes.
Your responses are compiled with information from other homes to  produce statistics, which never identify your home or any person in your  home.

So why does it matter.  Congressional districts are reapportioned once every ten years based on the census.  State Senate an Representative districts are based on the census.  Most importantly, County Commissioner Districts are drawn based on the census.  South Brewster County is lucky right now to have a Commissioner from South County.  But this is not always the case since they gerrymandered District boundaries so they included parts of south county in with parts of Alpine in the districts.  With a true count we could have a real south county Commissioner District.

And then there are the dollars.  Yes, dollars.  Grant dollars.  Several Federal and State programs allocate the amounts that jurisdictions are eligible to apply for based on population.  A short count means reduced funds available.

Census data collection was supposed to end on October 31.  The administration has now decided to end in on September 30.  So now folks have only three weeks to respond.  It literally takes about 3 minutes to answer online.  It takes a few more minutes to fill out the form when you have to go find a pencil. Please do it today.  

GETTING AND STAYING SOBER
The Terlingua Bottoms Group of AA meets every Thursday at 7:30 at the Big Bend Church in Study Butte.  The meetings are open to anyone who has or thinks they may have a drinking problem.  We meet in a group of less than five, wear masks, and practice Social Distancing...

STAR PARTIES IN FT. DAVIS
A reminder that THE Star Party is back! Now is the best time to see the center of the Milky Way Galaxy bright in our nighttime sky. Star Parties occur every Tuesday, Friday, and Saturday at sunset. Reservations and masks required, social distancing and capacity limits in place due to COVID-19.
Programs are usually free for residents of the tri-county area, but call the observatory to see if they are doing that right now.

And trespassers are subject to prosecution, fines, and incarceration. Hunters caught trespassing face even heftier fines, and possibly a longer incarceration.
