For Immediate Release April 30, 2020
On April 7, 2020, I entered an Executive Order extending the Stay At Home, Work Safe Order until 11:59 p.m. on April 30, 2020 and supplementing the previous Executive Order with additional measures necessary to prevent the imminent threat to health and safety from the Coronavirus (COVID-19). I intend to allow all Brewster County Executive Orders to expire as Governor Abbott issued Executive Order GA-18 on April 27, 2020 with provisions effective on May 1, 2020. The declaration of a local disaster will continue until terminated. I will continue to monitor the state of the local disaster and issue any necessary orders to prevent any threat to the health and safety of the citizens of Brewster County.
Therefore, Brewster County will follow the restrictions and guidelines established by Governor Abbott's Executive Order GA-18 and all other orders issued by Governor Abbott. Specifically, Governor Abbott's Order "supersede[s] any conflicting order issued by local officials in response to the COVID-19 disaster, but only to the extent that such a local order restricts essential services or reopened services allowed by this executive order, allows gatherings prohibited by this executive order, or expands the list of essential services or the list or scope of reopened services." Tex. Gov. Exec. Order No. GA-18. Further, Governor Abbott directs that "people and businesses should follow the minimum standard health protocols recommended by DSHS, found at www.dshs.texas.gov/coronavirus, and should implement social distancing, work from home if possible, and practice good hygiene, environmental cleanliness, and sanitation. This includes also following, to the extent not inconsistent with the DSHS minimum standards, the Guidelines from the President and the CDC, as well as other CDC recommendations." Id.
Finally, Governor Abbott's Executive Order identifies "essential services" and "reopened services" and provides any conditions that may apply for their operation. The Executive Order states that "'Essential services' shall consist of everything listed by the U.S. Department of Homeland Security (DHS) in its Guidance on the Essential Critical Infrastructure Workforce, Version 3.0 or any subsequent version, plus religious services conducted in churches, congregations, and houses of worship. Other essential services may be added to this list with the approval of the Texas Division of Emergency Management (TDEM). TDEM shall maintain an online list of essential services, as specified in this executive order and any approved additions."
I have been asked numerous questions about the operations of hotels and temporary lodging facilities. I would direct those inquires to the Texas Department of Emergency Management and the U.S. Department of Homeland Security, Cybersecurity & Infrastructure Security Agency which identifies "management and staff at hotels and other temporary lodging facilities that provide for COVID-19 mitigation, containment, and treatment measures or provide accommodations for essential workers" as critical infrastructure workers. All other inquiries concerning hotel or temporary lodging facilities' services for travelers and vacationers should be reviewed under the aforementioned guidelines concerning whether they have been listed as an essential critical infrastructure worker or a "reopened service" by Governor Abbott.

Big Bend Ranch State ParkThe Contrabando trail system at Big Bend Ranch State Park opened Thursday, April 23. The East and West Contrabando Trailheads are accessed from FM 170. No other parts of the park including visitor centers are open. Visitors must purchase their day use permits online and are expected to adhere to TPWD’s COVID-19 guidelines

If you haven’t completed the 2020 Census yet, please don’t wait! The Constitution mandates that a census be taken every 10 years to count ALL PEOPLE living in the United States.

Census data are used to distribute billions of dollars in federal funds to states and local communities for health, education, housing, and infrastructure programs. The Census is also used to determine how many seats in the House of Representatives each state has. State and local officials use Census results to help redraw congressional, state, and local district boundaries. Have you ever wondered why your neighbor across the street is in a different district than you are? The chance to change that is coming up, but we need an accurate count of everyone living here.

You can fill out your Census form online at www.2020census.gov in less than 10 minutes! You don’t have to wait for a letter in the mail, or a person at your door/gate. Your personal information is protected by law and responses are strictly confidential. The Census Bureau can only use your answers to produce statistics. In fact, every Census Bureau employee takes an oath to protect your personal information for life.

Big Bend COVID-19 Pandemic Relief Fund was set up to help Brewster County residents deal with hardships caused by the pandemic. Volunteers from Alpine and Terlingua started the fund through Big Bend Citizens Alliance—a Terlingua-based non-profit organization.

The first round of applications has been processed and awards are going out - 
special thanks to Porter's, West Texas National Bank, Out West Feed & Supply and the Big Bend Chamber of Commerce. Our sincerest gratitude to everyone who so generously donated! 

We are now ready for round #2 of applications. The deadline for the second round of applications is May 15th. The first round issued funds to 54 qualified individuals and 
3 local nonprofits. The Salvation Army, Alpine Unit made an offer to pay electric, water and gas bills for the applicants up to $150 each

The fund is taking online applications for assistance at bigbendaid.org. The Marathon post office, Terlingua Crisis Center, WesTex Community Credit Union, and Alpine Community Credit Union are serving as pick-up and drop-off locations for printed applications. 

On Saturday and Sunday, May 2-3, the Big Bend Citizens Alliance and the City of Alpine will present the 1 on 1 on 1 Livestream Music Festival, a free 2-day fund raiser event. The festival highlights both the isolation and the online intimacy that we are all experiencing as artists share their music with listeners around the region, the state or even the world. Testing MOON xTrA

Big Bend Community Action will give rides for testing in Presidio and Marfa for 50 cents each way. Children under 5 get a free ride. Call 432-729-4908 ext. 115 for more information or to set up a ride. They will give rides from the smaller surrounding towns and colonias, but need to know by Friday.

The following is from the Texas Department of Emergency Management:
These are the dates and times for the COVID-19 testing in your area. Unfortunately, we do not have flyers yet but you can go ahead and push out this information. Citizens and first responders in the area can now utilize the call center to schedule their testing. According to what they told me, they have dual language call takers. They can only take appointments 48hrs in advance. Once we get the flyers, you can push those out as well.
Appointments must be scheduled for testing by calling (512)883-2400. In addition to scheduling an appointment to for testing, you must have one or more symptoms of COVID-19. Symptoms include:
o Fever and/or chills
o Cough (Dry or Productive)
o Fatigue
o Body aches/muscle or joint pain
o Shortness of Breath
o Sore Throat
o Headaches
o Nausea/Vomiting/Diarrhea
o Nasal Congestion
o Loss of Taste and/or Smell

Carl E. Leatherwood, Jr. 1941 - 2020 
Leatherwood, longtime Terlingua author, resident and newspaperman, died on April 17 at Rosedale Adult House in El Paso. He was 78. Carl authored five books: Why Terlingua: Adventure on the Edge of Texas; Big Bend People: Terlingua Edition; Big Bend People, Terlingua, A Desert Oasis; Journey to the Edge of Texas: A Memoir of Love, Travel, Natural Beauty, Writing, and One Man’s Battle With Bipolar Disorder;and, Codette, Joey and Friends.

Carl was an only child, raised in Beaumont, Texas. He graduated from South Park High School and attended the University of North Texas at Denton where he majored in journalism. After graduating from North Texas, he began his newspaper career in Lubbock, and later went to work for the Houston Post. He loved to travel and he had a tremendous appreciation for nature and the outdoors as he fell in love with the heart and soul of Terlingua and the Big Bend area of far West Texas. His books portrayed the beauty of his beloved desert town.

Carl’s remains will be interred in Lampasas, next to his parents, Carl Emmett Leatherwood, Sr. and Gladys Maxine Leatherwood. No funeral services will be held. As you gaze into the skies of the Big Bend, you will see Carl gazing down and smiling.

As of right now, there are no confirmed cases of COVID-19 in the Big Bend area. As health officials have said since March, testing across West Texas has been severely limited, and Texas as a whole has one of the worst rates for testing per capita in the country. But while there aren’t confirmed cases, local health officials have identified presumptive cases in the tri-county area. These presumptive diagnoses are given to individuals who likely have the coronavirus but are exhibiting milder symptoms and don’t meet the local threshold for testing.  “We don’t have any confirmed cases, no test from any resident in the Big Bend region has been positive, which is great,” said Dr. Katie Ray, a physician with Preventative Care Health Services. “However, we do presume that some people that have presented with mild, COVID-like symptoms do have the virus.”

Big Bend Mask Makers of the Big Bend. Thanks to Wendy for sharing it on Facebook.  You can also visit the Big Bend Mask Makers group on Facebook.  The illustration shows the importance of protection for everyone.  Big Bend Mask Makers are still hard at work churning out masks for the hospital and other people who need them, but we could use some more help.  Many thanks to those who have pitched in so far, using their own fabric or taking fabric or kits from the bin at Big Bend High School, who have taken or sent finished masks, their own or from the other bin at the school, where they need to go.  If you want to help and have questions, please call Wendy at 371-2972, Zoey at 371-2172, or me, Sarah, at 371-2202.  If you don't have questions, just go for it, and be sure that you and your family all have masks yourselves, and use them.

Boquillas
"We are overwhelmed by the generosity of donors who support Boquillas in this unfortunate crisis. In 48 hours, we have raised over $5000. We will be working closely with the officials of Ocampo Municipality, under whose jurisdiction Boquillas falls. Fortunately, the Municipal (county) government just distributed food packages to 1200 families in the region, including Boquillas. Our first action will be to send a vehicle to Muzquiz, provided by Lilia Falcon, and purchase a large quantities of basic supplies such as flour, beans, rice, cooking oil, coffee, sugar, along with disinfectant supplies. Phase one is to provide for the daily dietary and sanitary needs of Boquillas and nearby villages. We are soliciting input from our friends in Boquillas to make sure major needs are covered, including prescription medicines as well as OTC.

We have no idea when the National Park will open or the crossing to Boquillas. The closure of the US/Canada border has been extended for another 30 days, and presumably it will be at least that long before Boquillas can open again. The Boquillas Covid Response will continue to solicit funds to cover humanitarian assistance to Boquillas for the duration of the crisis, and beyond as the town gears back up to safely receive visitors, whenever that may be.
In addition to coordinating with Municipal authorities, we are working with CONANP, who have a visitor center building in Boquillas which will be used to store and distribute food and supplies. One of the biggest challenges initially will be to prioritize families who have the greatest need and make sure that distribution is equitable.

Big Bend Ranch State Park Set To Reopen To The Public Thursday April 23rd  
The Brewster County Tourism Council and Visit Big Bend have received notice from Big Bend Ranch State Park that Governor Greg Abbot has directed the Texas Parks & Wildlife Department as well as the Texas Historical Commission to reopen all State Parks and State Historic Sites effective Monday, April 20thThis DOES NOT include the 300,000+ acre Big Bend Ranch State Park located partially in Brewster County which will not open its gates to the public until Thursday April 23rd, 2020 to day visitation only.  In addition, only the front country areas at Big Bend Ranch State Park along FM-170 will be opening. The East and West Contrabando trailheads will be open as will river put ins; however, the interior of the park will remain closed.
Specific regulations that have been put in place by Texas Parks and Wildlife for the public to visit include…Requiring visitors to wear face coverings; Maintain a six-foot distance from individuals outside of their party and Prohibiting groups larger than five

Big Bend National Park remains CLOSED to the public including a ban on through traffic through the park. In addition, Brewster county has implemented a ‘stay at home’ order until April 30th. Officials have also ordered all lodging, including hotels, motels, short term rentals, RV Parks and campgrounds closed until April 30th.  Bars are closed until further notice and restaurants are allowed delivery and to-go options only. All of which are subject to extensions.

You are invited to request a place on the bill of the 1 on 1 on 1 Solo Livestream Music Festival to be held Saturday, May 2. 
The Festival is open to musicians with a personal or professional connection to the Big Bend and Brewster County, Texas (Alpine, Terlingua, Marathon, Big Bend National Park) with a particular focus on players who live and work here. 
Each participating musician will play a 15-20 minute solo set on Facebook Live from their own location, and listeners will follow the program through a central Facebook page for the Festival (https://www.facebook.com/1on1on1/). The performances should be solo, even if there are multiple musicians in the same household (each of you can request your own slot on the bill!). The idea of the Festival is to highlight both the isolation and the online intimacy that we are all experiencing at this time.
While there may be more and less well-known performers participating, the Festival will have no “headliners” in the sense that everyone will have the same format and the same amount of time for their solo performance.
The exact start and end times for the Festival will be determined as we gauge the number of participants and start to build the schedule.
Half of the proceeds from donations to the festival will benefit the Big Bend COVID-19 Pandemic Relief Fund (bigbendaid.org) and the remaining half will be earmarked for the musicians, who can donate their portion back to the relief fund if they choose.
If you are interested in performing, please send an email to chris@visitalpinetx.com with a link to a sample of your work and a brief description of your relation to the Big Bend region. Our goal is to welcome as many players as we can to participate.

A common question we get at All Energies is, “What will happen to my solar panels during a hail storm?” You might be surprised to learn that most of the time, the panels survive with NO damage. Most solar panels are tested and rated for hailstones up to one inch in diameter. In the field, we’ve seen some panels survive baseball sized hail! If a really bad hailstorm damages your panels, it will usually only take out one or two panels but leave the rest undamaged. The Terlingua Bottoms Group of AA meets every Thursday at 7:30 at the Big Bend Church in Study Butte.  The meetings are open to anyone who has or thinks they may have a drinking problem.  We meet in a group of less than five, and practice Social Distancing! We are thinking about on Wednesday’s delivering out to the ranch entrance. There would not be a delivery fee. We would take your orders between 3:30-5:30 on Wednesday for delivery at 7:30. Payment would be taken over the phone when placing your order. Who’s in?! Any other ideas?

Normally we collect boxes from Motor Inn and Cottonwood, for Terlingua commodities. Both sources are going to be generating less boxes, and there will be larger— and more frequent— commodities days. 
So: if you have boxes, (MUST have STRONG bottoms... and not too big, nor too small— about the size of the boxes used to ship 6 one gallons of water) you can drop them by Crisis Center, or bring it with you to exchange, if you pick up commodities. 
PLEASE don’t bring anything you wouldn’t want to receive food in; center has no dumpster and the pile is too high, already!  Thanks. Eat your peas, wash your hands, stay safe.....(Molly)

If you need help buying food after a recent pandemic-related job loss, SNAP (aka food stamps) benefits are increasing in April and May, and some eligibility rules have changed to make it easier for people who recently lost jobs to qualify. Big Bend Ranch State Park Closes to the Public Today at 5:00pm   Alpine, Texas – (April 7, 2020)
The Brewster County Tourism Council and Visit Big Bend have received notice from Big Bend Ranch State Park that Governor Greg Abbot has directed the Texas Parks & Wildlife Department as well as the Texas Historical Commission to close all State Parks and State Historic Sites effective today at 5:00pm. This includes the 300,000+ acre Big Bend Ranch State Park located partially in Brewster County. This closure is to ensure the health of State Park staff and the general public due to the current Coronavirus (COVID-19) pandemic. The closure will continue as long as necessary at the direction of the Governor.
- Full Park closure begins April 7, 2020 at 5:00pm.
- Cancelled reservations will not be charged the normal administrative fees.
- Group and facility reservations have been cancelled thru April 30.
- No new reservation will be accepted.
              Along with the new State Park closure, Big Bend National Park also closed to the public last week. No through traffic is currently allowed at the National Park. In addition, Brewster county has implemented a ‘stay at home’ order until today April 7, 2020 with an anticipated extension coming soon. County officials have also ordered all lodging, including hotels, motels, short term rentals, RV Parks and campgrounds closed until April 9th with the likelihood of that closure extending until April 16th or later.  Bars are closed until further notice and restaurants are allowed delivery and to-go options only.

Obituary: Terry Laborde, 1944-2020
Our dear friend and loved one Terry Laborde no longer is among we the living. 
Terry was a Texan. He had a dog, a pickup truck and a gun. And a big heart. “Got here as quick as he could”.
Many of us knew him as the “smiling guy”. He was much loved; gifted with a fascinating mind and intense empathy. Terry was a natural born intellectual and powerfully moral being. No surprise, he also had a clever sense of humor. A visit with Terry often left our cheeks hurting from laughter. And a bag full of “on the way homers” when we finally got the joke we missed in the moment. 
Terry is survived by his son Michael and family; his sister Karen Lebonte, the Lebordes of Colorado and his friends. Half his ashes are spread on his property at the ranch. Some have met the winds at the top of Gunsight mountain, behind his home and visible in the distance from Highway 118. At the Gunsight itself. As Terry wished. May he fly on forever.  His film is at this link:
