TERLINGUA RANCH RD
Pavement is damaged in several places after the heavy rains of 8/28, we are told the ranch is aware and working on what they can do but the paved part of the ranch road is the responsibility of Brewster County.

BAKE SALE FRIDAY
The San Vicente 8th Graders will host a bake sale at the Cottonwood Store on Friday, September 2nd beginning at 3:30 PM. Come and enjoy some delicious homemade goods. GREEN SCENE
Calling all musicians, jugglers, stilt-walkers, dancers, and other performers! The GREEN SCENE will be held onSaturday, October 22nd in the Ghost Town. All proceeds benefit the Terlingua Community Garden and the Terlingua Recycling program! CONGRATULATIONS!
To Cody Willard, freshman at Sam Houston State, for earning the Texas Interscholastic League Foundation scholarship in the amount of $8,000.  Mr. Willard was awarded the scholarship based on his application and participation in State UIL Academic contests.  Job well done to Cody, as well as his team of teachers and UIL coaches at Big Bend High School.

The Starlight will be closed on Monday, August 29 for renovations but that won't keep us from taking care of our patrons. At 5 p.m. (and as long as the goodness lasts) we'll be serving complimentary Chicken Wings and Chili Cheese Dogs in the outdoor Cantina. The Cantina Bar will also be open (5 p.m. until Midnight) with drink specials. To top it off, The Whitmore's will be providing live music!

WELDING CLASSES
For those interested, we will have a meeting at Big Bend Church Monday August 29 to begin the new welding classes.  We will meet at 10:00 a.m. and 4:00 p.m.in the fellowship hall of the church.
What is it we will be doing?
1.  I will share what we were able to get done over the summer. Just a few minutes of your time for this.
2.  We will see where we are in plans and projects.  If we have a lot of interest from people who have not welded or used a torch before this will have an affect on what we do.  We will also discuss materials needed and their acquisition for any who have projects in mind.
3.  The only work that we will do will be no more than unload my equipment.

FLOOD WARNING FOR   THE RIO GRANDE AT CASTOLON.
* Until Tuesday evening, or until the warning is cancelled.
* At  9pm Sunday the stage was 9.2 feet (2.8 meters).
* Flooding is forecast.
* Flood stage is 15.0 feet (4.6 meters).
* Forecast... rise above flood stage by after midnight tomorrow and continue to rise to near 16.7 feet (5.1 meters) by tomorrow morning.  The river will fall below flood stage by tomorrow morning.
* Impact... at 15.0 feet (4.6 meters), the river reaches minor flood stage, and lowland flooding begins.  The river begins to flood the Road between Santa Elena Canyon and Cottonwood Campground in Big Bend National Park.  The river begins to flood the parking lot at Santa Elena Canyon, and cut off the nature trail into the canyon.  Campers in Cottonwood Campground need to prepare for possible evacuations.
This crest compares to a previous crest of 16.6 feet (5.0 meters) 

Earth & Fire Gallery will have an opening on Saturday, Sept. 17 from 6 - 8 pm. Ricky, a long-time Terlingua resident will be opening with his lovely jewelry from local stone and his rock paintings! Jackie, a visitor that has decided to stay and make a life in Terlingua, will be showing her wonderful weavings! SISSY is a sweet, sweet dog looking for direction. She needs someone with time, treats and lots of love to give. She is a little reserved now, but we wouldn’t be surprised if she opens up into a bounding dog who loves to play. She is very well mannered, has a gorgeous soft coat, and can sniff out the treat in your pocket from afar. Brewster County Burn Ban Rescinded

With the county wide rain this past weekend and the predicted rain this week, Judge Eleazar Cano has rescinded the Brewster County burn ban effective Aug. 17.

Boil Water Rescind Notice

From Study Butte Water Supply Corporation:

On 8/8/2016, the Texas Commission on Environmental Quality (TCEQ) required our public water system to issue a Boil Water Notice to inform our customers that due to interruption in service, water from our system must be boiled prior to consumption.

Our system has taken the necessary corrective actions to restore adequate pressure, disinfectant levels, and/or bacteriological quality and has provided TCEQ with testing results that indicate the water no longer requires boiling as of 8/16/2016.

Big Bend NP Founders Day

Big Bend National Park will celebrate the 100th anniversary of the National Park Service by conducting special Centennial activities and waiving park entrance fees from Thursday, August 25, through Sunday, August 28.  

Visitors are invited to join park staff and volunteers for birthday cake on Thursday, August 25, in the Panther Junction Headquarters Community Room from 1-3 pm or on the Chisos Mountains Lodge patio from 4-5 pm.

Centennial activities continue Thursday and Friday evenings, August 25 and 26, with evening programs at the Chisos Basin Amphitheater at 9 pm.  On Saturday morning, August 27, early risers may join a ranger on a sunrise walk to Balanced Rock.  Visitors are asked to meet the ranger at 7 am at the trailhead on Grapevine Hills Road.

To round out the Centennial activities, a “Touch Table of Discoveries” will be set up at the Chisos Basin Visitor Center from 9:30-11:30 am on Saturday, August 27, and at the Panther Junction Visitor Center from 9:30-11:30 on Sunday, August 28.  It’s an opportunity to explore a table full of interesting and curious Big Bend objects.

“This is a very special birthday, a commemoration of 100 years of stewardship of America’s national parks,” said Big Bend National Park Superintendent Cindy Ott-Jones.  “National parks belong to all Americans and offer something for everyone.  Come visit Big Bend National Park and walk a trail, camp under the stars, or attend a park ranger presentation.”

In 1872, Yellowstone National Park was established as the world’s first national park.  There were 37 national parks in the United States when President Woodrow Wilson signed legislation to create the National Park Service on August 25, 1916.

Today, there are 411 national park sites throughout the country and each one tells an important part of the American story.  Some commemorate notable people and achievements, others conserve magnificent landscapes and natural wonders, and all provide a place to have fun and learn.  Plan your visit at www.nps.gov.

Starlight Renovation and Porch Party

Heads Up!!  The Starlight will be closed on Sunday, August 28 and Monday, August 29for renovations. On Monday night, we want to celebrate our community with a Porch Party while the work continues inside! Meet Lala

LALA is a sweet-as-can-be 5 yr old pit bull mix of medium size. She loves short bursts of play, and then sacked-out recovery time. With some fitness training she could work her way up to being a running partner or go on longer hikes. She gets along with all other dogs and has never met a stranger. Lala is an easygoing dog who can’t wait to be out of the shelter with a home, dog bed, and yard all her own (or to share with a dog-sibling). VICTOR VALDEZ URESTE

1951-2016

Victor died of a heart attack Wed., Aug. 10th. His funeral and burial was the following day. A long-time, welcomegreeting at the Boquillas crossing was the sound of Victor’s powerful voice  singing “Cielito Lindo.” Victor was the only boatman until the 9-11 closing of the border. Tourists and locals alike will greatly miss him.’ Rest in peace, sweet man.

Monday August 22 at 5 pm is the deadline to file for a place on the ballot for the Terlingua School Board.(You can declare a write-in candidacy until Friday August 26.) The school will be open to pick up or drop off ballot applications from 8 am to 4 pm through this Friday, and from 8 am to 5 pm next Monday. The Texas Education Agency has released preliminary financial accountability ratings for 2015-2016 (based on the 2014-2015 school year). The state's school financial accountability rating system, known as the School Financial Integrity Rating System of Texas (FIRST), ensures that Texas public schools are held accountable for the quality of their financial management practices and that they improve those practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes. Nearly 98% of Texas public school districts received a Superior (A) rating of 90 or above on a 100 point scale. The Terlingua CSD received the highest possible rating of 100.

JACKASS FLATS FULL MOON POT LUCK, AUG 18 th  7:30p.m. Bring a dish ,chair ,& or music AUGUST FULL MOON NAMES Some Native American tribes called the August Moon the “Sturgeon Moon” because they knew that the sturgeon of the Great Lakes and Lake Champlain were most readily caught during this Full Moon. They also called August’s Moon the “Full Green Corn Moon.” Different tribes had different Moon name preferences. Other examples for August are: “Wheat Cut Moon” (San Ildefonso, and San Juan), or “Moon When All Things Ripen” (Dakotah Sioux) or “Blueberry Moon” (Ojibway). However I think we may need to call this the RAINING MOON this year !!!!!

We are cranking out some delicious pizzas with homemade dough and premium toppings, or try our hand pattied half-pound burger on a fresh baked bun. For something lighter, we feature kale Caesar salad all week. Fish and Chips on Friday, come early and get yours before we sell out!  As per usual-Tuesday is karaoke night, and open mic is on Wednesday.

WITHOUT WATER, NOTHING ELSE MATTERS

 

 

Water management is often poorly understood. The Texas Water Code provides authority to create Groundwater Conservation Districts to manage and conserve our water resources. As rural areas come under increasing pressure from large cities and industrial interests to acquire water, the role of theGroundwater Conservation District becomes more important. Each groundwater conservation district is the local authority charged with protecting and conserving our groundwater resources. In order to fulfill this role, a groundwater conservation district must raise funds to cover operating expenses. At this time, contributions from the county and fees are the only options available to the Brewster County

Groundwater Conservation District to raise funds. Under state law, most wells are exempt from these fees, including any well used solely for domestic/residential uses or for providing water for livestock and wildlife or poultry.

 

If these fees are enacted, the impact on the average water user will be minimal. For example, a customer of the Study Butte Water Corporation may see an increase of only $0.03/1,000 gallons of water. People with their own wells will see no fees at all.

 

People with exempt wells are being asked to register them. A one-time registration fee of $15.00 has been proposed. However, if registration occurs within one year, this fee will be waived.

 

The Brewster County Groundwater Conservation District fee schedule will mainly affect fees on larger users, including industrial users and customers seeking to export water from the county. These fees will provide an operating budget to the Brewster County Groundwater Conservation District to fulfill its mission to protect our water resources into the future.

BUDRO is a big hound-ish four-year old dog who is laid back, low maintenance and loves everyone. He will not be your running or hiking partner (it’s too damn hot) but he does love walks during the cooler parts of the day and is a great in-the-house companion. Budro is quiet, walks well on a leash, and is happiest when receiving nice pats from lots of folks. He mixes in well with other dogs and in social environments. Budro tested positive for heart worms and is undergoing treatment (he’d love to finish that out in a home, not the shelter). This expense is covered by the Alpine Humane Society. Budro is a pet of the week through August 20 - only $50 to adopt. He is neutered, microchipped and up to date on all shots. On the subject of water and rain harvesting, below are some commonly asked questions regarding rain catchment and the law:

Are there any tax incentives for installing a rainwater harvesting system?

 

Under Texas Constitution, Article 8, §1-m, the Texas Legislature may authorize a taxing unit to grant an exemption from property tax for property on which a water conservation initiative has been implemented. In Texas Tax Code §11.32, the Texas Legislature allows governmental taxing units the option to exempt from taxation part or all of the assessed value of property on which water conservation initiatives are made. The taxing entity designates by ordinance or law the eligible water conservation initiatives, which may include rainwater harvesting systems. Individuals planning to install rainwater harvesting systems should check with their respective county appraisal districts for guidance on exemption from county property taxes.

 

In addition, Texas Tax Code §151.355 exempts rainwater harvesting equipment and supplies from state sales tax. 

 

It is a fallacy that there is an over-abundance of water available for our use in the state. The population of Texas is expected to double over the next 50 years and existing surface water and groundwater resources are being depleted. Already, there are places in Texas that are experiencing shortages because demands are greater than available supplies. Rainwater harvesting provides us an opportunity to conserve and extend our existing resources.

If you have lived in South County less than five years you might not know that extreme heat, electrical outages, water, rain scarcity and dirt roads are part of the norm here. Some folks adapt as best they can and stay for decades. Some return after a few years in that Other World because they find this to be The Best.

 

However; fast drivers on our dirt and gravel roads cause a preventable hardship for us all. When you encounter near impassible washboard roads, honestly ask yourself if YOU are contributing to the problem. Plowing through on a mud road after a rain is the worst.  Please consider that not everyone can afford to have their vehicle beaten to bits by thoughtless, fast drivers. And please consider the almost impossible job the County and Ranch maintenance workers have to deal with.
