2nd Annual Viva Terlingua Fest: What a great weekend!! With heartfelt gratitude, we thank all of those who helped make the Fest possible. A special round of applause goes to: Our venues and all of their hardworking employees--Boathouse, La Kiva, Starlight Theatre. The amazing musicians who shared their great talents with us, giving us moments we won't forget! The local businesses who supported the festival: Big Bend Gazette, Big Bend Holiday Hotel, Big Bend Motor Inn, Cenizo Journal, Far Out Booking, Villa Terlingua, and CraigBurdett.net for the great website. Soundmen: Jeff Gavin, Trevor Hickle, Buckner Cooke. All volunteers who gave of their time and energy at each venue. We couldn't have had this festival without you! NOTICE OF PUBLIC HEARING FOR SETTING ANNUAL COMPENSATION OF BREWSTER COUNTY AUDITOR AND ASSISTANT AUDITOR
A Public Hearing will be held by Judge Roy Ferguson, 394th Judicial District Court of Brewster County, Texas, on September 1, 2015, at 9:00 a.m. in the District Courtroom of the Brewster County Courthouse at 201 W. Avenue E, Alpine, Texas. The hearing purpose is to receive public comment on setting the annual compensation for the Brewster County auditor and assistant auditor. All interested parties and citizens will have an opportunity to be heard. At the conclusion of the hearing, the auditor’s compensation and the assistant auditor’s compensation shall be ordered by the District Judge. SIGNED on August 17, 2015, by the Honorable Roy B. Ferguson, District Judge, 394th Judicial District Court.

Big Bend National Park will celebrate the 99th birthday of the National Park Service by waiving its normal entrance fee of $25 on August 25th, 2015. A special interpretive program for Founders Day will also be offered Tuesday, August 25, at 5:00 PM at the Chisos Mountains Lodge restaurant patio. The program will explain the National Park Service’s upcoming Centennial and offer an Instameet with a ranger. Refreshments will be available, as well.

With the implementation of 64 new telebachillerato schools of COBAC, the State Government extends educational opportunities to young people who are in rural communities, said the State Director of this educational system, who said that this semester reach 155 schools within this modality. The state official was interviewed during the visit made yesterday to Monclova, wherein said at the beginning of this school year 64 new spaces were opened throughout the state. Jaime Rosales Lopez said that this will give a significant growth within colleges of Bachelors, where you are given the opportunity to study people who had the means to do so. The telebachillerato schools are placed in rural communities in the municipalities, where people sometimes do not have the resources to travel to a school, so leave their studies. With the implementation of this system gives the opportunity for people to prepare and have a better future. The state director did not specify the number of telebachillerato schools that were established in the Central Desert region, only mentioned some that were established in the ejido El Oro de Monclova, Brown Solitude, deer Cuatro Cienegas and Boquillas del Carmen.These telebachillerato schools started classes on August 10, reaching a total of 155 centers across the state, which represents a significant support for education in the state. "It's a new mode that takes rural communities where there was this service, with this educational offer is greatly expanded, this thanks to the great job of managing the Governor is a great strategic ally of COBAC for expansion" he said.

La Kiva Update: "It has been a long time since I posted an update and I have been waiting until I had something of importance to say. It seemed for a long time that I was simply posting to tell you all what had gone wrong or was delayed or what new disaster had befallen us. I am delighted to say that I not only have no bad news but I have some good news. La Kiva opened for the Viva Terlingua music festival running from August 20th through the 23rd. We enjoyed four days of fabulous music that was an absolute delight. During the festival we met an amazing number of wellwishers. Thank you all." photos and much more here:

Coffee-stained drawings, intriguing photographs, free-form paintings, funky junk sculpture, and exciting screen print designs were all a part of the First Annual Terlingua Art Camp. Students were selected from a juried show in January to participate in the camp, a brainchild of Shannon Carter to honor artist extraordinaire, Mark Kneeskern. For five days, there was a whirlwind of creative activity that culminated in a show open to the community. Sharing their talents at the camp were Bailey Baker, Luna Barrett, Juliette French, Shyla Garcia, Mark Krueger, and Tanya and Taylor Ohl. After the success of the camp, Mark’s spirit will continue to light up the eyes of these students and many more young artists as the future of the camp and other art activities are firmly planted in Terlingua’s future. Camp teacher, Crystal Allbright, was honored to lead the creativity with the assistance of Zoey Sexton, Buckner Cooke, Malynda Richardson and Mary Diesel. Many thanks to the local restaurants for providing lunches: Espresso...y Poco Mas, Starlight Theater, Chili Pepper Cafe, and High Sierra Bar and Grill. Huge gratitude to the Casa de la Cultura for providing a space to create, and much appreciation for the support from parents and community members. May the eYebALL be with you!

TERLINGUA CSD is excited to welcome new Paisano staff for the 2015-2016 school year.  Our new teachers are Rachel Crockett and Dede Granado, and our new educational aide is Daniela Villa.  Registration is from 8:00 - 4:00 August 17th- 21st.  We can't wait to see our students on the first day of school Monday, August 24th. 

TRANS-PECOS PIPELINE
Please submit comments regarding the Trans-Pecos Pipeline, Environmental Assessment to the Federal Energy Regulatory Commission (FERC).  Deadline for filing a comment with FERC is Friday, September 4, 2015. The Environmental Assessment will take into account cumulative effects.  The pipeline requires a federal permit for crossing the Rio Grande. It is crucial to have as many people as possible comment on this next step in the environmental process.Voice your opinion!

FANCY has a big personality packed into her small frame. This Australian Cattle Dog (heeler) is one year old, happy, healthy, and friendly to dogs and humans. She weighs about 30 pounds. The new visitor center museum at Fort Davis National Historic Site will have its grand opening at 10:30 a.m., Saturday, Aug. 30.
There will be a concert by the Alpine Community Band, living history presentations, mounted cavalry and Confederate re-enactment, a Victorian ladies’ style show, firing of an artillery piece and new displays in the 1876 post hospital.

Area school districts fare fine in accountability ratings
>>Alpine ISD met standard. Student achievement was 79; student progress was 36; closing performance gaps, 41; and post-secondary readiness, 79.

>> Marfa ISD is on improvement required as a district. Student achievement was 60; student progress was 32 (target was 15); closing performance gaps, 25 (target was 31); and post-secondary readiness was 71.

>> San Vicente ISD met standard. Student achievement was 89; student progress, 78; closing performance gaps, 46; post-secondary readiness, 50 (target was 12).

Our Community    

Joanne Gill, wife of Archie Gill, mother of Diana Romine of Imlay City, MI and Mandy Willard, passed away due to complications caused by her ongoing battle with cancer, at the age of 72, on Friday, July 31. She is survived by her husband, two daughters, 6 grand children and one great grandchild. Per Joanne's request, no services will be held. In lieu of flowers the family has asked for donations to be made to Medical Center Hospital Friendship House in memory of Joanne Gill, P.O. Box 7239, Odessa, TX 79761.

One Day at a Time in Terlingua
AA is not affiliated with any religious organization but is grateful to the Big Bend Church (north of the PO) for allowing us to meet there. Thursdays, at 7:30 p.m. (Closed Discussion). Anyone who has a desire to stop drinking or remain sober is welcome. Carpooling may be available to Alpine AA (Wednesdays) and Al-Anon (Thursdays) meetings. Contact phone numbers are posted on the church doors.

Free used 3/4" plywood sheets, painted on one side, to anyone willing to remove them from my porch. They are nailed onto the floor joists. There is quite a bit of de-lamination on some of them, but most have undamaged area left. The porch is about 900+ square feet. Call Mary at 371-2999.

Not In Our Big Bend!  Due to the number of formal Comments filed with the Federal Energy Regulatory Commission (FERC), in opposition to the proposed Trans-Pecos Pipeline, an Environmental Assessment will be conducted.  On July 23, FERC announced the opening of the scoping process to gather input for the public and interested agencies.  Your voice can make a difference whether you filed a Comment in the first round or not.  To file a Comment, go to www.FERC.gov and select Documents and Filings.  You will need to enter Docket CP15-500-000.  You can also file a paper copy by mailing them to Kimberly Rose, Secretary, Federal Energy Regulatory Commission, 888 First Street NE, Room 1A, Washington, D.C. 20426.  If you have questions you may call FERC at 202.502.8258

Benefit – Songs for the Last Frontier!  To help defray costs of the legal proceedings and other work in progress against the construction of this pipeline, the Not In Our Big Bend Austin Chapter is hosting a benefit.  The benefit will be held this coming Saturday, August 8, at The Fischer Haus Cantina in Fischer, Texas.  A great lineup of musicians who have donated their time and talents will be playing from 3 – 11 p.m.  Tickets are $25 in advance and $30 at the gate.  Fischer is 30 minutes outside of Wimberley and Blanco, an hour from Austin and San Antonio and two hours from Kerrville.  For more information or to buy advance tickets go to www.notinourbigbend.  Thank you!

Big Bend Goes Forward with Artist-in-Residence Program. The Big Bend National Park of the National Park Service, in cooperation with the non-profit National Parks Arts Foundation (NPAF) and the Big Bend Natural History Association announced today the continuation of a successful program to host an artist for a 1-month November residency at the Park. This artist, selected by National Parks Arts Foundation’s curators and advisors, will use the November 2015 residency to create artwork inspired by the vast and wild Chihuahuan desert landscapes of Big Bend. Big Bend’s new Artist-in-Residence will also directly interact with Park visitors by speaking about their art projects and interests during on-site workshops and lectures. Artists may apply with their proposals for this residency and find additional information at www.nationalparksartsfoundation.org.
The Park is also a world biosphere reserve and is one of the few national parks in the country Gold Tier certified for Dark Sky Stargazing. Last year’s Artist-in-Residence, Pulitzer nominated playwright, screenwriter and photographer, Howard Korder (Boys Life, Boardwalk Empire) used the park’s unique space-time and the solitude afforded by the residency to multitask, taking photographs and develop ideas for a television series. The Big Bend National Park Artist-in-Residence program will be another interactive public feature to highlight and honor the upcoming Centennial of the National Parks in 2016.
NPAF is a 501(c)3 non-profit dedicated to the promotion of the National Parks of the U.S. through creating dynamic opportunities for artworks that are based in our natural and historic heritage. NPAF founder Tanya Ortega has worked with the National Park Service in a wide variety of roles for over 30 years. But she also takes her role of curator and facilitator very seriously.
Artists always need a fertile place to get away from the everyday. What works for the professional creator works for visitors searching for special places off the beaten path too. As one of the most physically remote environments in the U.S. Park system, Big Bend has a unique role to play in counter-cultural programming. As Ortega explains, “These days we love our gadgets and technical environments and take them much too seriously. To me, places like Big Bend become the really rare, important places. They are the exception to the rule. Always have been, and they always will be.”
This project is supported by the National Endowment for the Arts, Big Bend Natural History Association and other generous benefactors. All NPAF programs are made possible through the philanthropic support of donors of all sorts ranging from corporate sponsors, small business, and art patrons and citizen-lovers of the Parks. NPAF is always seeking new partners and donors for its wide-ranging artist-in-residence programs.

As ordered by Eleazor Cano, Brewster County Judge, a Burn Ban is in effect restricting outdoor burning until further notice.  Please call 432.837.2412 if you need additional information.
IT IS HEREBY ORDERED by the Commissioners Court of Brewster County that outdoor burning of trash, debris, and brush is prohibited in the unincorporated area of the county for 90 days from the date of adoption of this Order, unless the restrictions are terminated earlier based on a determination made by the Commissioners Court based on a determination that the circumstances that required the Order no longer exist. Should circumstances improve to where a determination that the Order be rescinded in the time between regularly scheduled meetings of the Commissioners Court of Brewster County, the County Judge has the authority to rescind the Order.
This Order is adopted pursuant to Local Government Code §352.081, and other applicable statutes. This Order does not prohibit outdoor burning activities related to public health and safety that are authorized by the Texas Commission on Environmental Quality for: (1) firefighter training; (2) public utility, natural gas pipeline or mining operations; (3) planting or harvesting of agricultural crops; or, (4) burns that are conducted by a prescribed burn manager certified under Natural Resources Code §153.048 and meet the standards of Natural Resources Code §153.047. This Order does not prohibit outdoor cooking fires but does require campfires to be contained within a fire pit or a fire ring. All cooking fires and campfires shall be extinguished completely prior to the user(s) leaving.
In accordance with Local Government Code §352.081(h), a violation of the Order is a Class C misdemeanor, punishable by a fine not to exceed $500.00.
